Job Description

The UNHCR Legal Assistance and Civil Documentation Program aims to support the UNCHR people pf concern in Afghanistan by providing legal aid and facilitating access to civil documentation. This initiative ensures that displaced persons, returnees, and marginalized communities can exercise their legal rights and access essential services.

Purpose of the Position

The Legal Assistance Project Lead/Project Officer is responsible for overseeing the implementation of legal assistance program, ensuring compliance with relevant standards and leading the provision of high-quality legal aid to persons of concern (PoCs). The role involves managing legal assistance activities, coordinating with stakeholders, and ensuring effective service delivery to beneficiaries.

Key Responsibilities

  • Lead and oversee the implementation of legal assistance activities, ensuring alignment with project goals and WADAN & UNHCR guidelines.
  • Provide legal assistance, particularly in civil documentation and refugee status determination.
  • Assist the legal officer in obtaining legal documents, including Paper Tazkira, E-Tazkira, Birth Certificates, Marriage Certificates, Death Certificates, Passports, and documents related to Housing, Land, and Property (HLP) rights.
  • Supervise and coordinate with legal staff, including, lawyers, social organizers, and key stakeholders, to ensure efficient service delivery.
  • Monitor legal developments and analyze their impact on the legal assistance program, providing recommendations for adaptation.
  • Engage in advocacy efforts to promote and protect the legal rights of persons of concern.
  • Facilitate awareness-raising sessions to educate beneficiaries on legal rights and the procedures for obtaining civil documentation.
  • Develop and maintain reporting systems, preparing detailed reports on legal assistance activities, challenges, and program improvements.
  • Establish and manage feedback mechanisms to enhance service delivery based on beneficiary needs and experiences.
  • Represent the legal assistance program in coordination meetings, stakeholder engagements, and advocacy initiatives.
  • Perform any other relevant duties as assigned by the Regional Manager or Program Manager.

Job Requirements

  • Education: Bachelor’s degree in Law (LLB); a Master's degree in Law is an asset.
  • Experience: Minimum 4–5 years of experience in legal aid, program management, or legal assistance projects, preferably within humanitarian organizations.
  • Expertise: Strong understanding of civil documentation processes, refugee law, and HLP rights. Experience working with refugees, IDPs, returnees, and marginalized communities.
  • Skills: Strong leadership, project management, and coordination abilities. Excellent communication, negotiation, and stakeholder engagement skills. Ability to analyze legal trends and adapt program strategies accordingly.
  • Languages: Fluency in Dari and Pashto is required; proficiency in English is an asset.
